Who we are
The Asbestos and Silica Safety and Eradication Agency (ASSEA) is a small agency that was established in 2013 to oversee national actions to improve asbestos awareness and the effective and safe management, removal, and disposal of asbestos. This involves coordinating the implementation of the Asbestos National Strategic Plan.
In December 2023, the agency’s functions were expanded to include silica through the Amendment of the Asbestos Safety and Eradication Agency Act 2013. The agency’s name changed to the Asbestos and Silica Safety and Eradication Agency.
Our role is to assist in the prevention of exposure to asbestos fibres and respirable crystalline silica, to eliminate asbestos and silica related disease in Australia and the devasting impacts they create. We do this by coordinating the implementation of the national strategic plans for asbestos and silica. In doing so we are fortunate to work alongside other government agencies, employee and employer representatives, technical experts, the research community, impacted families, and partners, all motivated by the same outcome.
We are a non-corporate entity under the Public Governance, Performance and Accountability Act 2013 (PGPA Act). Our chief executive officer is appointed under the Asbestos and Silica Safety and Eradication Agency Act 2013 (the Act) and performs functions in accordance with that Act.
Your role at ASSEA
The Director reports directly to the Chief Executive Officer (CEO) and is responsible for leading ASSEA’s financial and corporate services. The successful applicant will have strong leadership skills, demonstrated experience in financial management, corporate services and governance, and the ability to manage competing priorities to deliver strategic outcomes.
The key responsibilities for the position include:
- Lead the development and implementation of robust financial and corporate processes, including managing memorandums of understanding with the Department of Employment and Workplace Relations, to enhance efficiency and effectiveness and promote a resilient and positive workforce culture.
- Provide strategic leadership at the executive level, representing the Agency at corporate service committees and other forums, communicating outcomes to the CEO and other relevant staff.
- Provide operational and strategic leadership and promote a culture of teamwork, accountability, and service to deliver and support high-quality outcomes across the Agency, meet deadlines, ensure compliance with required legislation and policies, and achieve organisational goals.
- Manage the agency’s finances including budgetary matters, resource allocation, and financial planning to ensure fiscal responsibility and financial sustainability.
- Maintain a robust risk framework at all Agency levels and identify opportunities for improvement for review by the ASSEA Audit & Risk Committee.
- Oversee the agency’s key administrative activities including human resources, records management, personnel management, information technology, procurement, freedom of information, and secretariat functions.
- Promote positive organisational culture and vision, fostering a culture of high performance and continuous improvement that values learning and commitment to quality.
- Actively contribute to, and advocate for, change management and continual improvement in businesses practices, working in close collaboration with the CEO on other areas of the agency to improve capabilities.
- Manage delivery of key property services functions and activities including office lease arrangements, building maintenance and service requirements, and contracts.
Skills and capabilities
- Demonstrated experience overseeing finance work and leading financial reporting, budgeting and financial planning including reading and interpreting financial reports and legislation.
- Demonstrated experience successfully managing corporate services including human resources, personnel management, governance and secretariat.
- Demonstrated experience identifying and managing risk.
- Proven ability to work with a high level of complexity, discretion, and sensitivity and exercise a high degree of independence.
- Proven ability to influence and contribute to the strategic direction of the organisation.
- Well-developed communication and interpersonal skills that foster trust and cooperation, and proven ability to work effectively and with integrity in a dynamic and busy environment.
- Understanding of Commonwealth financial, legislative and administrative frameworks, and government decision making.
- Well-developed verbal and written communication skills.
Eligibility
To be eligible for employment with ASSEA, you must be an Australian citizen and you will be required to successfully undergo a police record check.
The successful applicant must be able to obtain and maintain a minimum of a Baseline level security clearance or hold a current security clearance of an appropriate level.
