Metro Trains partner of the Western Program Alliance team have an opportunity for a Health & Safety and Rail Safety Advisor to join the Level Crossing Removal team support current projects within the Eastern Suburbs.

The Health & Safety and Rail Safety Advisor is to ensure the safe and successful delivery of the Alliance program, by providing operational ‘Rail Safety and Health & Safety” advice and support the delivery teams on construction activities conducted within the rail corridor

This dual aspect role has a key focus in ensuring construction activities occurring within the rail corridor do not have a adverse impact upon train operations as well as being conducted safely for all employees and contractors. The role will be heavily focused on rail safety and the interface risks between construction activities and rail operations.

This role will support current projects across the eastern suburbs and offered on a 12 month full time contract with view to long term for the successful person

Job description:

Key Areas of Responsibility

  • Support in the implementation and maintenance of the Alliance HS/Rail Safety Systems
  • Liaise with and advise construction personnel in regard to mitigation and management of risks and hazards
  • Conduct a range of inspection related activities including: high risk activities, Rail Safety Compliance Inspections, Health and Safety Walks etc.
  • Ensure project compliance to Rail Transport Operators (RTO) management system requirements, such as Rail Safety Working, PTDTs, NAEs, HV and O/H Permits
  • Provide visible safety leadership – time in field – and support Alliance rail safety culture
  • Coordinate the daily provision of Track Protection personnel for all works and supervise Track Protection Force Protection Coordinators, the application of Safeworking protection arrangements.
  • Communicate with work site supervisors to ensure scope of works and protection arrangements are compatible and any contingency arrangements for late or varied works are put in place with the RTO
  • Complete investigations and develop reports on all incident investigations in line with client, Rail Transport Operator, and WPA reporting requirements.
  • Assist in reporting, investigating and implementing corrective and/or preventive actions resulting from identification of hazards, near miss incidents and work related illness/injury.
  • Participate in project risk assessments and preparation of site risk registers, for each construction execution plan and support Construction Risk Assessment Workshops (CRAWs) as necessary.
  • Provide ongoing HS and RS advice to Supervisors, Contractors and site workers to eliminate or minimize hazards.
  • Identify areas for improvement, review and ensure compliance to Environmental Management procedures.
  • Ensure program compliance with the Alliance Rail Safety Management Plan
  • Carry out regular site inspections and/or audits of WPA and Subcontractor activities.
  • Working closely with the Alliance Operational Rail Safety Managers, Occupation Coordinators, Works Package Managers, and Site Supervisors.
  • Meet with the construction team on a daily basis to; plan, and review the implementation of track force protection plans and occupations
  • Assist in the development and delivery of training packages/training material for use within the  Alliance

About You

Qualifications and competencies in either or both would be desirable:

  • Certificate IV in Workplace Health and Safety
  • TFPC 3.1

Experience in:

  • Conducting Risk Assessments, Incident Investigations and work planning
  • Working in and around rail electrical assets advantageous
  • Effective communicator with all levels of management, stakeholders and contractors
  • Making effective decisions within a live safety environment
  • Engaging and influencing relevant stakeholders
